TRL Software enhances HDM-4 services, delivering end-to-end Services to all users worldwide

From 1 January 2026, TRL Software will deliver end-to-end HDM-4 services on behalf of PIARC. This brings the full customer service experience into one streamlined model, with TRL Software now responsible for HDM-4 Version 2 sales and licensing, technical support, training (in-person and online), promotion and user engagement, and essential software maintenance. 

 

What is HDM-4?
HDM-4 (Highway Development and Management) is a globally used decision-support tool for road asset management. It helps road agencies and their partners assess road network performance, compare investment and maintenance options, and understand the long-term cost and impact of different strategies. In practice, HDM-4 supports evidence-based planning by helping users build programmes and budgets, prioritise interventions, and test long-term outcomes across a road network. 

 

Why this matters now?

This transition supports continuity for the global HDM-4 user community at a critical time. With HDM-5 in development and migration planned over the coming years, road agencies and institutions need a stable service model that protects their current programmes, provides dependable support for existing users, and offers a clear route for capability-building through training. TRL is well placed to lead this next phase, having sold HDM-4 since 2008 and delivered all HDM-4 sales through TRL Software since 2015, alongside many years of global training delivery and consultancy experience linked to HDM-4 

For road agencies, consultants and institutions, the move to end-to-end delivery through TRL Software means clearer accountability and a more joined-up customer experience, with simpler access to licensing, support and training through one expert provider. It also enables more consistent support and guidance, backed by the same team that delivers training and essential maintenance, helping users keep projects moving and build internal capability.  

Crucially, it provides confidence that HDM-4 will continue to be supported as the sector moves toward HDM5, allowing organisations to plan investment and maintenance programmes with stability and continuity.
